If you don't build them in EU4, you'll have a hard time building them in Victoria 2. On a more serious note, develop future coal/iron/oil provinces to get more RGO workers in Victoria 2. This is more for flavour, but I recommend developing your capital province substantially in EU4 so your neighbours can awe at the 500,000-strong slums at the heart of your empire. Knowing the issues with bordergore on this sub, you will likely want to check the Vic2 province map to see an idea of what your borders might be, incase you need to change them in EU4. This can be particularly important if you are playing an exodus nation that ate Mesoamerica and is stuck with disgruntled Aztecs. Although the time since culture conversion affects the percentage, you only really need a majority for Vic2 and assimilation can then occur over time to fill out gaps. Unless you want to be a minority in your own empire, or have 2 million Turkish separatists by 1840, convert your cultures. Unaccepted cultures are not really a problem in EU4, but once you convert, those oppressed minorities start wanting freedom, and as time goes on it only gets worse.
